The Steward Council is the governing body authorized to amend the AVA Covenant Charter & Compendium and vote to exclude licensees in violation of its human-grade immutables.

The Council consists of 21 seats: 7 Elite Steward seats and 14 Cultural Steward seats.

Elite Steward seats are held by the seven highest lifetime contributors to the AVA Covenant and rotate as rankings change.

Cultural Steward seats are time-limited appointments, rotating on a fixed term, and are distributed across regions, disciplines, and lived experience to ensure broad, global understanding of AI’s impact.
